IMPROVE PUBLIC SAFETY IN ART SPACES
After conducting an inspection over the country's cultural and art sites, the Council for Cultural Affairs has found out that many theatres do not have the license to legally use the space, including the ones that were established by local governments.
In response to CCA's demand for improvement, cultural groups said that the government should first establish a construction law for these locations in order to provide safer spaces for art lovers.##
[1]Following the Taichung A-la nightclub's fire, the Council for Cultural Affairs has been conducting a thorough inspection over 488 art exhibition spaces or theatres since mid March.
However, the council found that many art spaces are illegal establishments without licenses or registrations, including the famous Crown and Guling Street Avant-garde Theatre. Taipei City's Building Administration Office has therefore demanded the two theatres to improve immediately.
"There are only regulations governing the recreational spaces, but unfortunately no regulations governing the use of artistic or exhibition spaces. However, the law does forbid such spaces built in residential areas."
The Guling Street Avant-garde Theatre has not obtained the license of use, while the Crown Theatre has illegally renovated the underground air raid shelter into a theatre.
In response to CCA's inspection result, artistic groups said that according to the current construction regulation, art spaces does not belong to recreational spaces, and there are no laws governing the construction and usage of art spaces.
They hope that the local governments can provide a guideline for them to follow.
Even though most artistic groups and local governments are willing to help improve the safety of the theatres, however, it still requires close cooperation between the different sectors.
The CCA is planning to hold a conference for local governments and live house business operators to negotiate on the matter, and to find the balance between public safety and artistic development.
