REGULATING TEACHERS' WORKING HOURS

Following the suggestion of the National Association of School Principals, which demanded the authorities to specify the work responsibilities of teachers, the Ministry of Education has drafted a guideline, stipulating that the working hours for teachers of the secondary and elementary school will be from 8 a.m. to 4 p.m. However, teachers are required to take parents' phone calls before 10 p.m. With that said, what are their responses to this new proposal? Here on CTS, we have the details. ## [1]Following the revision of the Labor Standard Law that allows teachers to form teachers association to fight for their own rights, the National Association of School Principals believes that there should also be a more specific guideline, which stipulates the work responsibilities for teachers and the schools to follow. Therefore, the Ministry of Education has asked the National Alliance of Parents Organizations to work on the content of the guidelines, in an effort to further protect the rights of teachers. The guidelines are expected to regulate the working hours of teachers, demand teachers to act as crossing guards. However, one of the controversial thing is that according to the guidelines, teachers cannot refuse to take parents' phone calls before 10 p.m. In response to the proposed guidelines, some teachers believe that it will actually cause more unnecessary troubles. An elementary school teacher said from her experience that some parents call their children's teachers anytime they want, without considering that teachers need rest as well. She said that while most teachers are willing to help solve parents and students' problems, even after school, regulating the hours of answering phone calls from parents will just be unnecessary. If according to the guideline, she asked, "Should teachers hang up the phone once the clock strikes 10 p.m.?" She believes that the better way is to let teachers and parents discuss the proper time for parents to call the teachers at the parent-teacher conferences. Some parents, on the other hand, said that teachers also need rest, and some parents should learn to respect that. Some teachers groups have expressed their opposition against the guidelines, saying that the job responsibilities of teachers should be included in their contract with the schools, or in the Teachers' Act. Regarding the different opinions sparked by the guideline, the Ministry of Education said that it is only a draft, and the ministry is still collecting opinions from different groups. Even if the guidelines are passed in the future, it will only serve as a suggestion for school teachers, with an aim of facilitating the communication between teachers and parents. &&
