MINISTRY OF EDUCATION UNVEILS 10-YEAR PLAN
The Ministry of Education has released a 10-year plan of the educational development in Taiwan, which focuses on 8 major areas, including the 12-year compulsory education and pre-school education. In addition, the Ministry also plans to increase the admission rate for vocational and high schools as well as consolidating teacher evaluation systems in elementary and middle schools.
The Ministry of Education's new 10-year educational blueprint was based on the 600 consensuses reached during last year's National Education Conference.
According to Education Minister Wu Ching-ji, the goal of the government's 12-year compulsory education program is bringing the enrollment rate of schools up to at least 90% and the open admission rate up to at least 80%.
An estimated 70% of junior high school students will use open admission programs to get into high schools after 2014, and detailed information on school district zoning will be announced next June.
The MOE also says that teacher reviews for junior high and elementary schools will be implemented over the next decade after the Teachers' Act is amended in June.
The National Teachers' Association says that it is neither rejecting nor opposing teacher reviews, but that it hopes the process will be transparent.
Meanwhile, educators hope that the blueprint will integrate the daycare system and expand cross-strait and international education goals.
National Chengchi University Professor Prudence Chou says that the blueprint is comprehensive, but that she is reserving judgment until she sees how it is executed.
