MORE BENEFITS FOR OFFSHORE ISLAND RESIDENTS
The Legislative Yuan has passed the third reading of the amendment to the Offshore Island Development Act, demanding the central government to fund the traveling expenses of offshore island residents, with no less than 30 percent. The people are in support of the new policy, but they also hope that the government can help increase transportation services to make traveling to Taiwan more convenient.
The Legislative Yuan has passed the third reading of the amendment to the Offshore Island Development Act, which stipulated that residents of offshore islands can enjoy a 30 percent discount on the traveling expenses, while the Executive Yuan will later decide the subsidizing mechanism.
Currently, residents in Matsu are entitled to a 30 percent discount on air tickets to and from Taiwan; but residents in Kinmen and Penghu receive 20 percent off on the air tickets. The new policy will expect to reduce the ticket fares by around 200 NT dollars.
Many people who come from outlying islands expressed their approval regarding the new policy, but they also hoped that the government can help increase the transportation services by increasing the flights traveling between the offshore islands and Taiwan.
As for the funding of the subsidy, the Civil Aeronautics Administration (CAA) said that the new policy will about to cost the government nearly 150 million NT dollars.
Most lawmakers believe the budget should be allocated from the Council for Economic Planning and Development's Offshore Island Development Fund while some say that it should come from the CAA Operation Fund.
Besides the transportation subsidy, lawmakers also added some social welfare benefits to the amendment, including providing seniors with regular physical check-ups every two years.
Also, for land owners whose lands were seized by the government during the war times, land owners can apply to the government to take the land back.
The lands that have been cleared from landmines can returned to landowners within five years starting the promulgation date of the new law.
Also, to help maintain the education quality for students in offshore islands, teachers assigned to offshore islands will have to serve for at least four years before transferring back to Taiwan.
