After Tuesday's signing of the ECFA, a new round of conflict immediately flared up between the ruling and the opposition parties. The point of contention this time centers on whether the agreement should be reviewed clause by clause in the Legislative Yuan. A negotiation session is scheduled to start later today over this issue. 　　The ECFA was signed in Chongqing on June 29th, and will be sent to the Executive Yuan on Thursday before being reviewed at the Legislative Yuan.President Ma believes the trade pact should be deemed as a treaty.The KMT legislative caucus also agreed that it should go straight to the second reading without having to be reviewed point by point,according to article no. 7 in the Exercise Of Legislative Powers Law. 　　But legislative speaker Wang Jin-pyng believes that the ECFA is a cross-strait pact, not a treaty, based on the interpretation of the grand justice.Although Wang apparently has a different view from the Presidential Office, the Cabinet and the party,it may be too early to comment on how the ECFA should be reviewed as the trade pact hasn't even been sent to the legislature.The DPP caucus has called for the ECFA to be screened "article by article." 　　So far, the ruling and the opposition parties have reached a consensus to convene ad hoc meetings to review the ECFA but haven't finalized the details.It seems another round of conflict is inevitable.
