COLLECT TAX BY EXTENDING THE DEADLINE?
[0]The Ministry of Finance is considering extending the period in pursuing taxes owed by the public, with a plan of adding an additional five years to cases that are due on March 4th next year.
However, the members of the Chinese Association for Human Rights and KMT legislator, Luo Shu-lei are saying, that out of the 64 thousand cases of tax debts, 95 percent of them are unable to pay because of financial difficulties. Lo also stresses that the proposed modification will not solve the problem, but will increase the burden on citizens instead.##
[1]There are around 64 thousand tax debt cases with deadlines set on March 4th next year.
The Department of Finance has recently proposed to amend regulations to extend the deadline by another five years, in order to prevent the 120 billion NT dollar tax from being cancelled.
However, according to legislator Luo Shu-lei and the Chinese Association for Human Rights(CAHR), many people with tax debts are actually struggling with heavy financial burdens, with some of them being victims of National Tax Administration's administrative errors.
"The tax administration officials are ridiculous.
They pursue the tax of another person
who share the same name but with a different address
and different ID number for 30 years."
"The Tax administration office sent him a document
certifying that he paid all his taxes,
but last year he received another tax bill
telling him that he still had taxes to pay."
According to the human rights association, among the 64 thousand cases of tax debts, only 4 or 5 thousand of them owe taxes over one million NT dollars, while 95% of them owe a small amount of tax ranging from a few 100 NT dollars to 10 thousand NT dollars.
It was not because they don't want to pay taxes, but only because they can't afford to do so.
Even if the government extends the deadline of pursuing tax debts, these people may still not be able to pay them.
"Before the implementation of act,
if the government extends the deadline over and over again,
it can result in endless tax debt for the people."
"The administration has failed to collect all the tax debt in the past 20 years,
and can they collect tax in the next five years?"
Luo stressed that the Executive Yuan should hand over cases of large tax debts to local prosecutors.
Since the 64 thousand cases have struggled with tax debts for over 15 years, the government should stop extending the deadline again, to avoid making these people slaves to an endless tax debt, while no tax can be collected from them. &&
