MEASURES TO FIX THE LEAKING PIPELINES
[0]The water rate in Taiwan has not been adjusted for over 17 years, resulting in serious and long-term deficit in the Taiwan Water Corporation. After looking into the matter, the Control Yuan has found that the company's lack of money to repair or replace the old water tubes is causing greater damages down the line. The annual water loss from the leaking pipelines is estimated to be equivalent to the storage capacity of three Feitsui Reservoirs.##

You may be very surprised to know that the water loss per year can be as much as the storage capacity of three Feitsui Reservoirs, one of two major reservoirs supplying water to the Taipei, Danshui and Taoyuan areas.
After looking into the serious deficit of Taiwan Water Corporation, the Control Yuan found that the company has been struggling in serious financial "black hole" for many years, and it is ridiculous that the company needs governmental subsidy to help maintain its operation.
In addition, the government has frozen the water rates for over the past years, making the problem even worse. Therefore, the Control Yuan has reprimanded the Executive Yuan, Water Resources Agency (WRA) and Taipei City government for ignoring the issue.
In response, Water Resources Agency official admits that it's necessary to adjust the water fare to help resolve the problem.

"The reasonable adjustment in water fares is a very important issue for Taiwan, and we appreciate the Control Yuan's opinion.
It will greatly help conserve the country's water resources.
We believe the fundamental solution is to adjust the water fares."
According to the Control Yuan, the water leakage rate of Taipei City and Taiwan is 21.6% and 20.51% respectively, which is higher than the world's average water leakage rate, which is 18%, and higher than that of the U.S. at 14.5%, Switzerland at 9.1% and Japan at 7.1%.
The water company is planning to lower the leakage rate to 16% by 2016, through its 54 Billion NTD pipeline renovation project. It is estimated that around one-third of the pipelines in the country, around 17707 kilometers, need renovation.
However, Taiwan Water Corporation still hopes that the water rate can be adjusted upward, so that the company can have sufficient funding to improve the pipelines.
