CLA'S EFFORTS IN FURTHER IMPROVING LABOR RIGHTS

Following the previous story, the CLA's latest proposal of minimum wage hike has been questioned by employers as well, who claim that the current wages for the majority of local workers have already been above the minimum level, and the 3% increase therefore seems more cosmetic than substantive.

After it is certain that a 3% pay raise will be granted to teachers, civil servants and military personnel, those in other fields are wondering if they can get a pay raise also.

CLA minister Jennifer Wang said that, the basic labor wage reviewing committee will meet in July of this year, while she also called out to business owners to give a pay raise of more than 3%.

Wang said that, starting this year, the basic labor wage has already gone up by 3.74%, but it is not enough because civil servants earn more on the average, more than basic labor wage.

Right before Labor Day of May first, the legislature has passed the first reading of amendment to basic labor wages, that, in the future, those employers who failed to give overtime pay, or vacation pay, the minimum fine will be NT$20,000 to a maximum fine of NT$300,000 from the original NT$6,000 to NT$60,000, which is a five fold penalty, while the employers name and business units will be made public.

In addition, those who are pregnant or breast feeding are not to be working the night shift, otherwise the fine to the employers will be from NT$90,000 to NT$450,000, with the names and business unit published, too, while the fine can be continued for multiple citations until the situation has improved.

for the high tech and the security guard jobs that require the employees to complete their duties of the day rather than a strict hours per day, some legislators believe that, in light of many deaths caused by over fatigue, there should be a limitation of maximum working hours per day, with a suggestion of 208 hours per month instead of allowing employers the right to freely negotiate the working hours.

Some other legislators also are suggesting of changing the bi-weekly 84 hours working schedule to 40 hours per week for labor workers so they can also enjoy two days off over the weekend.

Wang said that it would be the goal for her but there needs to be other associated regulations to go with the goal as the CLA will further discuss other options.
