To protect the safety of the candidates and the supporters during elections, KMT legislators have proposed to mandate public liability insurance in future campaigns. However, some scholars question the feasibility of the policy, saying that it is too difficult for insurance companies to evaluate the risk and offer coverage for these politically driven activities.

Last year, when Sean Lien campaigned for a candidate on the stage one day before the special five municipalities elections, a shooting incident happened and killed one audience.

Given the frequent elections in Taiwan, some lawmakers propose to add an article in the Public Officials Election and Recall Law, where political parties and candidates should be covered by compulsory public liability insurance.

The amended article regulates that election campaign organizers to send insurance receipt to local election commissions.

The insurance bureau of Financial Supervisory Commission says it's just like the public liability insurance that major activities use.

However, now the insurance companies can offer plans for election campaigns, as long as which have a confirmed range and management responsibility.

Scholars believe the undefined number of participants and the canvassing of election campaigns make it impossible to analyze the risks.

While it is a good intention to protect people's personal safety, the feasibility is questionable.

For insurance companies, it is a profitable business for the plan would be compulsory.
