Key Results of Chiang-chen Meeting
The sixth Chiang-Chen meeting ended on Wednesday. The major results include an agreement on medical and health cooperation, as well as an increase of over 100 cross-strait chartered fights during the Chinese New Year. And progress has also been made regarding the highly-anticipated pact on investment protection, which both sides hope will be signed the next time.
It's another historical breakthrough for cross-strait exchanges.
During the sixth Chiang-Chen meeting, top negotiators representing Taiwan and China signed the medical and health cooperation agreement.
Under the agreement, Taiwan and China will work together to tackle issues such as disease control, drug safety and medical research, traditional Chinese medicine research and herbal medicine safety, emergency relief, and quarantine.
officials said they hoped to ink an accord on investment protection in the first half of next year, when the next round of high-level talks are held.
The two sides agreed to continue negotiations on the definition of investors, treatment of investors, convenience of investment, expropriation of property, compensation for loss or transfer of property, investment dispute settlement and more.
Turning to cross-strait travel, Taiwan agreed to add 122 flights during the Lunar New Year holiday, while China agreed to raise the daily quota of Chinese tourists visiting Taiwan from 3,000 to 4,000, beginning on Jan. 1.
The two sides also agreed it was necessary to establish an institutionalized mechanism to examine the implementation of the signed agreements.
Both Chiang and Chen mentioned that 14 agreements have been signed in the past two and a half years and there is room for improvement on the execution level.
Therefore, in the future, vice chairmen of their respective organization may convene ad hoc meetings to review and examine related issues.
To clarify his earlier remark of the format change of the high-level meetings, Chiang said he will still meet Chen twice a year, but the scheduling and locations would be more flexible.
